This part explains structure of socialist earth government.
1. legislation
Legislation is done by assembly of socialist earth government.
Assembly of socialist earth government has bicameral system.
Two is Upper House and lower House.
Upper House consists of representative of self-government which is old nation state.
Lower House consists of representative of area which is divided by number of population and representative of minority group.
When decision of upper House and lower House is different, decision of lower House has priority.
This is fundamental structure of legislation organ of socialist earth government.

立法は、社会主義地球政府の議会がになう。
社会主義地球政府議会は、二院制である。
上院と下院である。
上院は、旧国民国家である自治政府の代表からなる。
下院は、人口によって分けられる地域の代表と少数グループの代表からなる。
上院と下院の決定が違った場合は、下院の決定が優先される。
これが社会主義地球政府の立法機関の基本構造である。
