Government structure is established that corresponds to field of development of productive force
IT productive force establish earth government structure.
The reason is that field of IT productive force generates collective consciousness of planetary society.

Extensive change in collective consciousness has been changing the government structure.
Nation-state is not end of history of government structure.
Nation-state become municipality of earth government.
